Roman blinds are made of a continuous piece of fabric. When opening and closing, the fabric is pulled and formed by rods which are sewn horizontally into the back of the blind. As you open the blind, the rods are pulled to create folds in the material. This results in defined pleats which run across the width of the blind.
It is possible for roman blinds to be fitted inside the window recess; however you can opt for them to be fitted outside of the window recess if you prefer.
